LoL Patch 13.5 | More big changes incoming!

Now that the latest Patch 13.4 is on the live servers, Riot is starting to work on the upcoming change list of Patch 13.5, which will be released in two weeks’ time.

League Patch 13.5 Patch notes

Compared to previous years, Riot is looking more and more confident in adding multiple big changes across consecutive patch notes. Since the start of the new season, we’ve been getting some interesting buffs and nerfs, and the meta is slowly starting to shift.

With the latest Patch 13.4 buffing and nerfing many champions, it will be exciting to see what Riot is cooking for us in the upcoming Patch 13.5, which will be released on Mar. 8, according to Riot’s patch schedule.

Recently, the game designers have shared some of their thought on the current state of LoL mages, so there is some potential to see some experimenting by Riot toward this champion class.

How will Patch 13.5 impact the meta?

Given that not all the numbers are not out yet, it’s still too early to make any potential judgment. That said, we have some of the earliest changes that have been added to the PBE, which you can find below. Nidalee is also getting some buffs, alongside a VO update, with new skins bios and voiceover.

UPDATE (Feb. 25): There’s a major Yuumi rework being dropped on PBE, and the changes seem to make her stronger than she was before. Alongside her, there are big buffs to Leblanc and some slight nerfs to Twitch and Gangplank. Lastly, two runes are also receiving changes.

UPDATE (Feb. 27): Riot is adding more changes to the PBE, with some major jungle changes. Riot is trying to push more power back into farming, while also removing the enemy jungle damage reduction that was introduced at the start of the season. This will inevitably shape up the jungle meta again in less than two months. They are also adding some Ashe (nerfing support and buffing AD) and Pantheon changes.

Update (Feb. 28): Phreak mentioned on Reddit that some of the tentative Azir and Ashe changes won’t be delivered live. On top of that, Riot Phroxzon also has pushed out the planned changes that should be coming in the new patch 13.5. The numbers below are taken from PBE.

    • When Yuumi’s spells or attacks affect champions, she heals herself and charges a heal for her allies. If she Attaches within the next 4 seconds, she brings the heal to her ally. While Attached, this effect automatically occurs.
    • While attached, Yuumi builds Friendship whenever her Ally kills champions & minions. Each ally has their own unique Friendship score. While attached to her Best Friend, her abilities gain bonus effects.
    • Cooldown: 20-10 seconds (levels 1-11)
    • Heal amount: 25-110 (+15% AP) levels 1-18
    • While her Passive is ready, Yuumi’s auto attack range is increased by 50.
  • Prowling Projectile (Q)
    • Yuumi fires a missile that slows the first enemy hit. If cast while Attached, Yuumi can control the missile for short period before it becomes Empowered, greatly accelerating and slowing enemies by an increased amount
    • Best Friend Bonus: the slow will always be empowered and hitting enemy champions also grants 10/12/14/16/18/20 (+10% AP) on-hit damage to her ally for 5 seconds. This damage is increased by up to 75% based on her ally’s Critical Strike Chance.
    • Cooldown: 7.5/7.25/7/6.75/6.5/6.25
    • Mana cost: 50 at all ranks
    • Based damage: 60/90/120/150/180/210 (+20% AP)
    • Base slow: 20% decaying over 1 second
    • Empowered slow amount: 55/60/65/70/75/80% decaying over 2 seconds
    • Empowered damage: 80/140/200/260/320/380 (+35% AP)
    • Missile width: 65 >>> 55
    • Reveals target hit by the ability
  • You and Me! (W)
    • Adaptive force to Yuumi/ally – removed
    • No longer counts as a “Positive Boon” for Summon aery
    • Best Friend Bonus: Yuumi gains an additional 10-20% Heal & Shield power (based on ally level) and her anchored ally gains 3/5/7/9/11 (+4% AP) on-hit healing. This is affected by Yuumi’s Heal & Shield Power.
  • Zoomies! (E)
    • Now shields allies instead of healing
    • Cooldown: 12/11.5/11/10.5/10
    • Mana cost: 80/90/100/110/120
    • Shield granted: 90/120/150/180/210 (+30% AP)
    • MS bonus: 20% while the Shield persists
    • Attack speed: 35% (+8% per 100AP)
    • Restores 20/24/28/32/36 mana to her Anchor (not herself), increased by up to 100% based on their missing mana (30% to 80% missing mana)
    • No Best Friend Bonus, all allies can be saved by Yuumi
  • Final Chapter (R)
    • For 3.5 seconds, Yuumi fires 5 magical waves that affect enemies and allies. If cast while attached, Yuumi can steer the waves to follow her mouse. 
    • For allies, the waves heal, increased by 130% on her Best Friend. All excess healing is converted to a shield, lasting 3 seconds after the ability ends.
    • For all enemies, the waves deal damage and apply a stacking slow
    • Cooldown: 110/100/90 >>> 120/110/100 seconds
    • Damage per Wave: 60/80/100 (+20% AP) >>> 75/100/125 (+20% AP)
    • Heal amount per wave: 35/50/65 (+15% AP)
    • Slow duration: 1.25 seconds
    • Slow amount: 10% + 10% additive per wave hit (max 50% slow)
    • Best Friend Bonus: waves also grant Yuumi’s best Friend 20/40/60 (+10% AP) Armor and MR for the duration of the spell

Zed

  • Base magic resist: 32 >>> 29
  • E cooldown: 5 – 4 seconds >>> 5 – 3 seconds

System changes

  • Sweeper cooldown: 90-60 >>> 120-60 (based on average level in the game)
  • Enemy jungle damage reduction: 20% >>> removed (in reality, it’s the 20% buff that is applied to enemy jungle camps)
  • Jungle lane XP for first 14 minutes: 75% >>> 40-75% based on game time (linear scaling from 0:00)
  • Gold per camp increased
    • Gromp: 70 >>> 80
    • Blue: 80 >>> 90
    • Murkwolf: 50 >>> 55
    • Minimurky: 13 >>> 15
    • Razorbeak: 30 >>> 35

Item changes

  • Cosmic Drive
    • Amp Tome replaces Ruby Crystal in build path
    • Combine cost: 850 >>> 815 (total unchanged)
    • AP increased from 65 >>>90 – No longer has 200 health
  • Plated Steelcaps
    • Steelcaps now looks for all auto attacks for its damage reduction rather than auto attacks tagged with just auto attack and nothing else.
  • Seraph’s Embrace
    • AP on both versions of items: 80 >>>  70
    • Seraph’s health: 250 >>> 200 (same as Archangel’s now)

Rune changes

  • Triumph: Heal: 10% missing HP >>> 5% – Now has a base heal of 2.5% max HP, 1.5% on ARAM
  • Grasp of the Undying:
    • Bonus health: 5/3 >>> 7/4
    • Heal: 1.7%/1.02% max HP >>> 1.2%/0.72%
    • Now has a base heal of 3/1.8

Dodge penalties are increasing proportionally to the LP increases in patch 13.4. 

  • First dodge: -3 LP ⇒ -5 LP
  • Subsequent dodges: -10LP ⇒ -15 LP

ARAM changes

  • Outer Tower changes:

    • AD increased 185-223 (over 8 minutes) >>> 185-293 (over 12 minutes)
    • Armor increased 70-78 >>> 75-96 (over 8 minutes)
    • Magic resistance increased 75-83 >>> 75-96 (over 8 minutes)
    • At 12 minutes, the Outer Tower’s resistances will fall to 40 armor and magic resistance
  • Inhibitor Tower changes:

    • AD increased 195-243 (over 8 minutes) >>> 195-375 (over 15 minutes)
    • Armor increased 70-78 >>> 75-96 (over 8 minutes)
    • Magic resistance increased 75-83 >>> 75-96 (over 8 minutes)
    • Now gains Fortification: When the Outer Tower falls, this Tower receives 30% damage reduction for 60 seconds
